Coordination of the activities carried out by the Office of the State Accountant General

 

Coordination Office and Secretariat of the State Accountant General

Coordination of the complex secretarial tasks of the State Accountant General. Handling of confidential affairs assigned by the State Accountant General. Coordination of relationships with the offices that report directly to the Minister, vice-Ministers and Undersecretaries regarding tasks that are the responsibility of the Department of the General Accounting Office of the State


Office that coordinates the administrative activities of the Office of the State Accountant General

Coordination of the administrative activities involving the Inspectorates of the Department. Relationships with the other bodies of the Public Administration in regard of the tasks of the Department of the General Accounting Office of the State. Support to the pre-legislative activity for the parliamentary process. Coordination and monitoring of the flow of documents between the senior management structures of the Department of the General Accounting Office of the State. Coordination and monitoring of the projects and of the document registration and document management systems in cooperation with the Inspectorate General for the computerization of State.


 

Office for coordinating and monitoring cross-cutting projects and for providing technical support to the Office of the Accountant General

Coordination and monitoring of the projects run by several Inspectorates or Senior Executives’ Offices that implement the directives of the State Accountant General within the framework of the Department’s policy objectives. Support on matters which fall within the remit of the Accountant General of State. Formulation of methodological policies for the project leaders. Coordination of institutional communication and external relations in agreement with the relevant Director of the General Administration, Personnel and Services Department.


Office for coordinating relationships with the General Administration, Personnel and Services Department

Coordination of activities aimed at defining the needs of the Department in terms of human resources, and support to the recruitment procedures of the Department. Coordination of activities aimed at identifying the objectives and programmes of the Department and cooperation in evaluating the performance of Senior Executives. Coordination of activities and drafting of measures introducing organizational and management changes in the Department. Coordination of departmental activities for the conferral of senior positions, including the positions for the Local Accounting Offices of the State in agreement with the General Administration, Personnel and Services Department. Vetting of candidates for general senior positions. Administrative procedures for assigning coordinated consulting and cooperation assignments to individuals who are not on the payroll of the Ministry and, subject to the ceiling of ad hoc resources, for assigning contracts and relevant approval decrees in agreement with the General Administration, Personnel and Services Department for the subsequent management of the administrative and accounting aspects. Activities in support of the State Accountant General with regard to the IT personnel management tools in connection with the General Administration, Personnel and Services Department. Staff mobility within the central offices of the Department and activities in support of the State Accountant General for drafting proposals to the General Administration, Personnel and Services Department concerning mobility within the Department of the staff working in the Territorial Accounting Offices. Monitoring service levels for the administrative activities in the relevant areas of competence. Cooperation with the General Administration, Personnel and Services Department in trade union bargaining on matters of interest for the Department.


General Affairs and Logistics Office

Analysis of the logistic needs and operational proposals on how to use the Department’s floor-space in agreement with the General Administration, Personnel and Services Department. In agreement with the General Administration, Personnel and Services Department, management of the multipurpose centre of the Department of the General Accounting Office of the State and its library. Planning and organization of institutional meetings and of national and international events, also in cooperation with the other offices of the Department. Surveying the training needs of the Department in agreement with the General Administration, Personnel and Services Department for the drafting of the annual training plan. Management of the RGS Campus platform.


Management Control Office of the Department

Planning, control and analysis of the costs of the Department. Monitoring the efficiency, efficacy and cost-effectiveness of administrative activities also by measuring the working hours of the resources used and the quality of the results obtained. Definition and maintenance of business process maps. Activities linked to the drafting of the budget documents and of the annual accounts of the Ministry and all the documents on performance.


Office for the analysis of departmental processes

Coordination of analyses aimed at assessing the comprehensiveness, adequacy, functionality and reliability of internal management processes, of work programmes and procedures falling within the remit of the Department. Planning and implementation of internal audits. Analyses and monitoring of the possible types of criticalities (operational, legal, accounting, IT), in cooperation with the other departmental structures. Formulation of proposals and opinions for improving the efficacy and efficiency of administrative activities and for preventing conducts that could hinder the smooth running of activities. The Head of Department can also appoint two executives to be in charge of study and research consulting activities
